Not onlythat, but a wave of laws -- including the federal Health InsurancePortability and Accountability Act of 1996 and the anticorruption andcorporate-governance Sarbanes-Oxley Act of 2002 -- have imposed newrecord-keeping and investigative burdens on companies. Not complyingwith some laws can result in the personal liability of officers anddirectors.As a result, employers have stepped up their surveillance ofemployees, often using stealth techniques to peer deep into theircomputer use.
