The acceptance of a document as an RFC is governed by the IETF (Internet Engineering Task Force). RFCs begin life as Internet-Drafts, which may be written by anyone. The IETF decides which Internet-Drafts become RFCs. RFCs are most often created by groups of interested individuals hoping to create a standard for intero ISP Glossary:

Wait a minute here. You mean if you initiate payment through your bank's online banking service or system, and the water company can't accept electronic payments, they also won't accept the paper checkthe online banking service then sends to them?I couldn't tell you that... I don't use the bill payment service frommybank. Wake up and smell the new millennium, Chuckles. Why should I use the bill pay service when I can pay the bills onlinemyself? Because you just got through telling us you can't. "Our water company doesn't take payments online."I can control who gets paid when and how much from my pc. I don'twant a bank paying my bills for me. You're confused. Using online bill pay, you decide when and where each payment is issued - not the bank, and definitely not the payee. The only 2 bills that I can't pay online are the water bill and rent. I pay ALL of my bills online - even the one to my illegal alien gardener. It's really not that hard - and it's FREE.The water department is about 3 block away and my landlords office islessthan 1/4 mile from me so I hand deliver both of those bills. I drive pastboth places almost daily. What's the huge concern with doing that, Scott? You were the one who claimed you had "no choice." I was merely pointing out that you actually do have one. The fact that you choose to be a Luddite is perfectly OK with me. ;)Ya know something... Why is it such a concern to you how I pay my bills? IfI *wanted* to use a bill pay service, I would. I don't *want* to use on.That's my business and if I am losing out on something, that's my loss. Now,why don't you go and complain about something else and leave *my* financesalone...---Outgoing mail is certified Virus Free.Checked by AVG anti-virus system (http://www.grisoft.com).Version: 6.0.806 / Virus Database: 548 - Release Date: 12/5/2004
