There is atremendous need for *Fiber Characterization Services* and associatedservices (e.g. Fiber Plant Documentation) because of the currentturmoil in the Telecoms marketplace. For instance, the survivortelcos have to maintain their existing networks with downsizedinternal resources, hence the need for outsourcing in fiber plantdocumentation and/ or maintenance. In the meantime, the consolidationleads those survivors to take over the infrastructures of their formerrivals - now dead or under bankruptcy. Hence the need for helpdocumenting the fiber plant, characterizing the fibers, etc. Thisnewly marketed "Fiber Characterization" arena is still quite a greenfield, with a handful key players, which all launched their servicesover the last two or three years. Those are mainly the Test &Measurement vendors : EXFO, Acterna, NetTest, and some NetworkEquipment manufacturers & integrators : Corning, NCR...2. *Fiber Characterization Services* business plan in brief. Whenstarting from scratch, the best way to enter the FCS market segment isto go step by step through the following offers : - step one : FiberPlant Documentation. Typically, the FPD service consists of processingthe Acceptance test data gathered by the installer/contractor/telco inthe field, for the FPD contractor to put together the Test Report andsend it back to his customer. The next level is to provide also dataanalysis, which requires technical expertise and good knowledge of thefiber plant. Then comes the top level, when the customer wants itsfiber plant to be documented but doesn't have any existingdatabase. The FPD "premium service" will therefore include both"Visual" inspection of the cable plant and "Testing" of thefibers. The tests are the basic ones : OTDR, Loss test, Return Losstest, plus (today) optical connectors inspection. - step two : FiberPlant Maintenance. Leverage on the perfect understanding and knowledgeof the customer 's optical network infrastructure acquired with theFPD as described above.FPM requires know-how and expertise, for the contractor to managehigh-standard SLAs with his customer(s). - step three : FiberCharacterization Services. Those are the *hot stuff* in today 'soptical networking marketplace. Are meant for WDM high-speed networks,in the Long-Haul and the Metro arenas. Consist of the "basic tests" asshortly described above : OTDR, OLT, ORL, plus the "high-end"measurements : CD chromatic dispersion, PMD polarization modedispersion, and upon request active wavelength measurement(i.e. testing live WDM transmission) - this last for maintenancepurpose. All tests are *easy* to perform in the field, but requirehigh-level expertise with the Dispersions analysis.In the "Fiber Characterization Services" business plan, the FCS byitself represents "only" 20% of the market potential for Fiber Testing: the first two levels FPD (Documentation) and FPM (Maintenance) are80% of it. They target 100% of the optical networkscarriers/owners/providers : Telecoms, but also LAN, Utilities, etc.,whilst the FCS per say addresses "only" the WDM networks. FPD and FPMare mainstream cash-cows, FCS is the "image" and "high-profit" maker.3. How to get started.Either go right upfront as a standalone contractor for the telcos andassociates, or partner with an established FCS provider.
