Some say that the Telco's were concerned that they were losing money because the customers were communicating "out of band" but never completing a billable call. Can anyone confirm this (or deny this)? Can anyone put an approximate date when they started using "ring back tones" rather than you hearing the electrical buzz from the actual ringer on the far end phone?
