(AUS:NCP) fromunfairly pressuring cable operators during programming disputes byrequiring non-binding arbitration if a deal cannot be reached, saidthe source, who requested anonymity.Media conglomerate News Corp., which owns the Fox broadcast networkand 20th Century Fox movie studios, plans to pay about $6.6 billionfor a 34 percent controlling stake in DirecTV's parent, HughesElectronics Corp. (NYSE:GMH).FCC Chairman Michael Powell, who oversaw drafting of therecommendation, needs support from at least two other FCCcommissioners.
